Paris Agreement Article 6 Operationalization and Carbon Credit Offsetting Standards for the Vietnam’s Emissions Trading Standards
To support Vietnam’s net-zero targets and the operationalization of its 2025–2028 Emissions Trading Scheme (ETS) pilot, the Southeast Asia Energy Transition Partnership (ETP) is providing technical assistance to the Ministry of Natural Resources and Environment (MONRE). This initiative addresses critical market bottlenecks (such as weak Measurement, Reporting, and Verification (MRV) systems and fragmented methodologies) that threaten credit quality and risk double-counting. Building on cooperation since 2022, ETP will assist MONRE in developing robust national standards for carbon offset verification within the domestic ETS and proposing regulatory tools to secure environmental integrity for international Internationally Transferred Mitigation Outcome (ITMO) transactions under Paris Agreement Article 6.
Ultimately, this project aims to transition Vietnam toward a highly credible, well-governed carbon market aligned with international practices. The expected outcomes include standardized offset rules that safeguard the country’s Nationally Determined Contributions (NDCs), strengthened regulatory oversight of transactions, and elevated investor confidence to drive private sector climate finance. By bridging local regulatory gaps and establishing international alignment, this technical assistance ensures Vietnam is equipped to participate effectively in global carbon markets while advancing its domestic green transition.
