Technical Support for the Design and Pilot of the Voluntary Carbon Labelling Scheme

In collaboration with the Ministry of Finance (MOF) and the Ministry of Natural Resources and Environment (MONRE), the Southeast Asia Energy Transition Partnership (ETP) is delivering a series of interlinked technical assistance programs from 2023 to 2027 to accelerate Vietnam’s domestic carbon market. Aligned with the country’s COP26 commitment to achieve net-zero emissions by 2050, this joint initiative addresses critical regulatory gaps to establish a compulsory Emissions Trading Scheme (ETS) and integrate international market mechanisms under Paris Agreement Article 6. Developed through close consultation with key ministries (including the Ministry of Industry and Trade (MOIT)) to ensure strong local ownership, the program provides the essential framework to incentivize greenhouse gas reductions, spur low-carbon innovation, and unlock vital green financing for renewable energy and energy efficiency.

The technical assistance focuses on operationalizing a comprehensive legal framework for carbon market management, monitoring, and oversight by the end of 2025, paving the way for full participant compliance. Concurrently, the program drives extensive capacity-building to ensure government officials, market makers, and private enterprises are fully prepared to navigate carbon pricing instruments. Ultimately, these cumulative efforts will culminate in the official establishment and commencement of Vietnam’s physical carbon trading exchange by 2027, securing a high-integrity, cost-effective market structure that directly supports the nation’s climate commitments and Nationally Determined Contributions (NDCs).
