Preliminary Study for Development of Clean Energy Complex in Khanh Hoa Province
In alignment with Vietnam’s Power Development Plan VIII (PDP VIII) and its 2050 net-zero targets, the Vietnam Oil and Gas Power Corporation (PV Power) is developing the Lam Son Clean Power Production Complex in Ninh Thuan Province. Strategically positioned as a priority investment under the Just Energy Transition Partnership (JETP) Resource Mobilization Plan, this proposed 1,200 MW renewable energy project aims to diversify the national energy mix and significantly reduce reliance on fossil fuels. To advance the project toward formal implementation and unlock a projected $3.98 billion sustainable investment, PV Power is seeking development partner support to secure non-government guaranteed international financing for crucial preliminary, pre-feasibility, and feasibility studies.
The immediate technical intervention focuses on delivering a robust preliminary study to establish the complex’s technical and financial foundations. Once completed, this study will provide the Ministry of Industry and Trade (MOIT) with the necessary framework to formally integrate the project into the priority investment list of PDP VIII. Ultimately, this assistance will pave the way for major international financing, strengthening Vietnam’s long-term energy security, driving local economic growth, and fulfilling the country’s national and global commitments to a clean energy transition.
