Technical Support for Development and Impacts Assessment of Carbon Credit and Allowance Governance Mechanism
This technical assistance strengthen Department of Climate Change, Ministry of Agriculture and Environment’s capacity in developing a comprehensive governance framework for Vietnam’s carbon market, crucial for piloting the Emissions Trading Scheme (ETS) in 2025 and full implementation by 2028. By assessing legal gaps, modelling the impacts of policy options, and engaging stakeholders, the initiative provides strategic recommendations to ensure transparent, efficient carbon credit and allowance trading—unlocking private investment, supporting NDC targets, and enabling international market linkages.
