Viet Nam is taking bold strides toward its net-zero emissions targets, and international carbon market cooperation under Article 6 of the Paris Agreement sits at the center of this transition. At the recent high-level forum on “Promoting Cooperation on Internationally Transferred Mitigation Outcomes (ITMOs) towards the Implementation of National & Corporate Emissions Reduction Commitments in Viet Nam,” the Southeast Asia Energy Transition Partnership (ETP) delivered a key address outlining its contributions to building a transparent, high-integrity carbon architecture in Viet Nam.
A Multilateral Gathering for Climate Action

The forum convened a coalition of domestic leaders and international partners. Chaired by Dr. Nguyen Tuan Quang, Acting Deputy Director General of the Department of Climate Change (Ministry of Agriculture and Environment), the event brought together key decision-makers from line ministries including Industry and Trade, Finance, Science and Technology, and Construction

International ambition was equally represented by leadership from the Ministry of Environment of Japan, the Embassy of the United Kingdom in Viet Nam, and the European Commission’s Directorate-General for Climate Action, alongside members of ETP’s Steering Committee and fellow development partners. Representatives from provincial and city People’s Committees, private sector leaders, and expert consulting teams also joined to align regional implementation with national goals.
Building the Architecture for High-Integrity Carbon Markets
Taking the stage before this cross-sectoral assembly, ETP detailed its active technical support in turning complex Article 6.2 and 6.4 concepts into practical frameworks on the ground. A primary focus is safeguarding environmental integrity; ETP is helping establish national offset verification standards and robust corresponding adjustment mechanisms aligned with Viet Nam’s Nationally Determined Contributions (NDCs). These systems ensure that every transferred credit represents genuine, verifiable emissions reductions without risk of double-counting.

Beyond framework design support, ETP highlighted how connecting Viet Nam’s emerging Emissions Trading Scheme (ETS) pilot with global ITMO pathways can unlock significant private climate finance. By conducting rigorous policy gap analyses and offering targeted regulatory guidance, ETP works directly with government partners to build investor confidence and align domestic carbon trading rules with international gold standards.

As Viet Nam lays the groundwork for its national carbon registry and trading infrastructure, establishing clear ITMO rules ensures that cross-border transfers accelerate global decarbonization without compromising national climate pledges.
