ETP worked with ministries to develop a roadmap, which will serve as a reference guide to facilitate sustainable energy transition. The roadmap details multiple scenarios to simulate the phasing out of CFPPs in Indonesia, inclusive of funding mechanisms options for early CFPP retirement supported by complementary policies and regulations.
Through the project, ETP will facilitate support to government ministries to finalize policy recommendations, enable inter-ministerial collaboration to facilitate a smooth transition from the use of coal to RE sources by 2030, thus supporting Indonesia’s goal of reducing GHG emissions.

Strategic Outcome 1: Policy Alignment With Climate Commitments
ETP is facilitating the development of a sustainable EE market in Indonesia to test various business models on bankable projects. This initiative aims to attract increased investment in the sector. The project has completed phase 1 of identifying high impact projects, completing a total of 25 level-1 audits, resulting in a prioritized pipeline of potential energy-saving initiatives. Promising projects will move towards more in-depth Investment Grade Audits to assess full financial viability.

and financiers, enabling energy service companies (ESCOs) to develop a project pipeline that will kickstart a well-functioning EE market in Indonesia by 2030.

Strategic Outcome 2: De-risking Energy Efficiency and Renewable Energy Investments
This project will produce a comprehensive analysis of the country’s existing battery supply chain and investor roadmap to outline opportunities for a battery-driven energy transition fueled by solar PV and other renewables. By assessing the current state and growth potential of the battery sector, ETP intends to support the movement beyond resource extraction, and instead utilize a domestic supply chain to promote the use of batteries for electric vehicles (EVs) and other renewables.

Limited availability of information on the wind data, its energy potential, and ambiguous permitting processes and regulation are deemed key challenges in unlocking investment for wind energy power development in Indonesia. ETP provides assistance to identify barriers and assess and develop de-risking measures, including collecting area-specific wind-speed data, land, road and grid access, and other risk areas, including the permitting processes and recommended solutions and pre-feasibility study for promising sites. The final report will assess the feasibility and development maturity of wind sites and list various potential sources of funding and the preferred financing mechanism.

The energy sector in Indonesia follows various plans and frameworks established through the National Energy Policy (KEN), the National Energy Plan (RUEN), the National Electricity Plan (RUKN) and the Electricity Business Plan (RUPTL). Despite their interconnected nature, these plans often exhibit misalignments in their content and targets. ETP is assisting the Government of Indonesia to ensure all relevant energy policy frameworks are aligned with each other as well as the NDC and NZE 2060 Roadmap targets.

ETP is supporting the Indonesian State Electricity Company (PLN) by helping to design a modern control center capable of limitless variable renewable energy integration to the grid. In partnership with PLN, ETP prepared multi-disciplinary specifications for the control center equipment, business plan, training and related infrastructure, as well as integration and commissioning strategies for the Main Control Center and its Disaster Recovery Center. This creates a reliable, efficient and economical operation of the Java-Bali electric power system, with a direct impact on 160 million people across Indonesia’s most populated Java-Bali island.

ETP is conducting a study on the financial implications of the government’s early retirement program of coal-fired power plants. The study reviews the financial sustainability of the energy sector, the macroeconomic implications of the transition, including an impact on the related subsidies, electricity tariff, fiscal conditions, the financial impact on the State Electricity Company (PLN), as well as financing possibilities for investments.

Under this intervention, ETP supports the Indonesian Institute for Energy Economics (IIEE) to train school teachers and students of 24 schools in East Java to build awareness of energy conservation measures. This initiative also brings a competition to schools to win Energy Efficiency and Conservation Awareness Awards on implementation of energy savings.

De-risking Renewable Energy and Energy Efficiency Investments
ETP is addressing Indonesia’s need for open data on feasible solar energy potential, which is set to support the Ministry of National Development Planning (BAPPENAS) to boost investments solar energy sector.
Currently, the project is identifying regulatory challenges, developing a roadmap for solar photovoltaic (PV) development and compiling a database of solar irradiance data. An additional report is being developed to assess grid-integration requirements to incorporate solar PV to the JAMALI grid. The research will conclude with a report on lessons learned from the development process inclusive of technical, regulatory and finance aspects and identified opportunities.
