A technical assistance programme to design the future ASEAN School of Regulation, was launched by the Southeast Asia Energy Transition Partnership (ETP), in collaboration with the ASEAN Secretariat and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).
ETP commissioned the European University Institute’s Florence School of Regulation (FSR) as a technical expert to carry out the first phase of the program that will set the ground for the establishment of the ASEAN School of Regulation. Ultimately, the School will contribute to developing essential skills and knowledge while promoting equal access to capacity building programs for the energy regulators in ASEAN.
This technical assistance programme was introduced during the 16th ASEAN Energy Regulators Network and Associated Meetings on the 9th of June, 2025. This timely gathering offered a prime opportunity to address practical aspects and grasp contextual requirements, directly informing the planning for the upcoming ASEAN School of Regulation.
Key components of the first phase of the ASEAN School of Regulation project include:
- A regional capacity-building needs assessment focusing on cross-border power trade and the broader energy cooperation
- A Pilot Summer School showcasing FSR’s pedagogical approach in collaboration with ESCAP and partners
- A Concept Note for the School outlining structure, curriculum, governance, and funding models
“This project builds on FSR’s proven approach to regulatory training, combining academic excellence with practical relevance. Our goal is to help ASEAN regulators develop the tools they need to manage regional power integration and deliver just and inclusive energy transitions” said Alberto Pototschnig, Executive Deputy Director of FSR and Project Team Leader.
By fostering a collaborative learning environment, the ASEAN School of Regulation will facilitate knowledge sharing, and equip regulators to navigate emerging energy sector challenges, ultimately contributing to sustainable energy systems. The ASEAN School of Regulation will initially focus on enabling cross-border electricity trade under the ASEAN Power Grid (APG) and will evolve into a permanent hub that sustains regional capacity for the broader energy cooperation in ASEAN.
