ETP Supports Viet Nam’s New Regulatory Framework for Global Carbon Markets

Viet Nam is accelerating its journey toward Net Zero 2050. With the recent issuance of Decree No. 112/2026/ND-CP, the country has reached a decisive turning point in operationalizing its domestic carbon market and integrating with global climate finance.

Closing the Gap: From Strategy to Action

While the Law on Environmental Protection 2020 laid the groundwork, critical regulatory “bottlenecks” remained; particularly regarding international transfers under Article 6 of the Paris Agreement. Without a dedicated framework for Monitoring, Reporting, and Verification (MRV) or national standards for credit issuance, Viet Nam faced challenges in ensuring the transparency and credibility required for international carbon trading.

Decree No. 112/2026/ND-CP, effective May 19, 2026, directly addresses these gaps by:

  • Institutionalizing Paris Agreement Mechanisms: Providing clear guidance on Article 6.2 and 6.4 transfers.
  • Empowering Central Governance: Designating the Ministry of Agriculture and Environment as the national authority for Authorizations.
  • Ensuring Integrity: Implementing strategic caps on credit transfers to balance international participation with domestic climate goals.

Our Contribution:

This breakthrough was supported by targeted technical assistance from the Southeast Asia Energy Transition Partnership (ETP), a programme of the United Nations Office for Project Services (UNOPS)

ETP acted as a vital bridge between international best practices and local policy needs. Our contribution centered on three key pillars:

  • Global Benchmarking: We synthesized international experiences to help Viet Nam navigate the complexities of the finalized global rules under Article 6.
  • Readiness Assessment: ETP conducted rigorous assessments of Viet Nam’s institutional readiness, identifying the precise pathways needed for a credible Emissions Trading System (ETS).
  • Policy Advisory: Working through a consortium of world-class experts (VNEEC, GreenCIC, South Pole, and Perspectives Climate Group), we provided the technical review and evidence-based recommendations that helped policymakers refine the Decree for maximum transparency.

The issuance of this Decree is more than just a legal update; it is a testament to the power of collaboration between the Government of Viet Nam, international partners like ETP, and the private sector.

By strengthening the regulatory framework, Viet Nam is now better positioned to unlock international carbon finance, driving both socio-economic development and a sustainable energy transition.
