ETP’s ongoing support to Energy Planning recgonized at BARMM Parliamentary Session

ETP’s support to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to establish a comprehensive energy planning process, was recently recognized by Chief Minister Ahod Ebrahim during the 7th BARMM Special Parliamentary Session (1:42:16).

In his statement, Chief Minister Ebrahim highlighted ETP’s partnership with the Department of Energy to develop the Bangsamoro Sustainable Energy Master Plan (BSEMP).

BARMM is home to 4.9 million people (2020, Census of Population and Housing) in the southern Philippines, and is in a critical period of transition. Established in 2019 through a historic peace process, the BARMM government is now focused on a 12-point agenda to strengthen its institutions, improve security, and drive economic growth.

ETP is proud to partner with the BARMM government to support this ambitious development pathway.

Representatives from the Ministry of Environment, Natural Resources, and Energy (MENRE), with the Director General for Energy Nasiri Abas, with ETP’s Philippine Country Team at the UN Office in Philippines. 

Our current support includes:

  • Analyzing the region’s power supply and demand.
  • Evaluating existing energy policies and governance structures.
  • Assessing energy transition challenges and identifying key drivers for the BARMM Power Sector Development Plan.

This will lay the groundwork for the BARMM Sustainable Energy Master Plan. This plan will empower the Bangsamoro government to strategically manage and efficiently utilize the region’s renewable energy resources, using data-driven methods to ensure sustainability.

Initial analysis shows that from a GRDP growth rate of 6.12% in a business-as-usual scenario, it is estimated to increase to between 7.50% to 9.00% by 2050 should there be significant deployment of energy infrastructure such as distribution lines expansion, agricultural technologies, industrial zones, and Halal food processing. It will also create a framework for low-carbon pathways and an energy investment plan, all with a strong focus on capacity-building and knowledge transfer to ensure the initiative’s long-term success.

The project will culminate in the pioneering Bangsamoro Energy Summit, a landmark event for the region’s energy future, set to be held in November, 2025.
