Southeast Asia Energy Transition Partnership (SEA ETP)

The ETP is a five-year, multi-donor partnership formed of governmental and philanthropic donor partners to support sustainable energy transition in Southeast Asia in line with the Paris Agreement, with an initial focus on Indonesia, Vietnam and the Philippines, to help the region achieve the Sustainable Development Goals (SDGs) .

Procurement Updates

  • ETP supports detailed design of the Java-Bali Electricity Control Center Upgrade in partnership with Perusahaan Listrik Negara (PLN). The international tender for consulting services will be launched during the second week of June. The project will open up a fundamental barrier to integrating variable renewable energy to consumption by nearly 100 million people in Indonesia - making decarbonization of Indonesian energy system possible.
  • ETP calls for for proposals for a Regional Energy Transition Round Table, a practitioners’ interactive executive training platform enabling energy transition leaders to gain tools and knowledge on how to concretely advance energy transition
  • ETP is developing a program with the Energy Regulatory Commission to enhance the regulatory environment in the Philippines to make ERC a champion of energy transition with a goal to realize the Philippine nationally determined contribution of reducing greenhouse gas emissions by 75 percent by 2030.
  • ETP is developing a bold funding opportunity for “Energy Efficiency Innovation Window” in Partnership with the Private Finance Advisory Network (PFAN) and Southeast Asia Clean Energy Facility (SEACEF) to provide pathways for early-stage innovations to reduce the Southeast Asian carbon intensity and address the systemic problem of under-investment into energy efficiency in Southeast Asia.

Coordination Progress

  • ETP supports UK COP26 Presidency as a Member of the Energy Transition Council and a Rapid Response Facility ‘Spoke’ to take up urgent needs to pursue energy transition in the Region. ETP’s resources and governance enables ETP to remain nimble and able to take a funding role. ETP’s projects are implemented through competitive calls for proposals or selection of consulting services. ETP is currently discussing a role in abatement of coal generation pipeline, decommissioning of existing coal plants, and playing a role in convening the Region’s Stakeholders in a Just Transition Stakeholder Platform.

Countries Highlights

  • ETP acknowledges coal moratoriums by the Governments of the Philippines and Indonesia declared in 2020 and 2021, respectively, and an ambitious conditional NDC of 75% GHG reduction by the Philippines.
  • Philippines — ETP is working with the Philippine Electricity Market Commission (PEMC) to improve competitive conditions in the area of battery energy storage. Coordinating with the World Wildlife Fund and the Sustainable Finance Institute in Singapore, Bankers’ Associations and central banks in the Region, ETP is also exploring opportunities to expand bankers’ training and ESG of the financing industry to foster greater resources for energy transition investments. ETP works with Ateneo de Manila University’s School of Governance to define its long term program to focus on breakthroughs to unleash the potential of energy transition in the Philippines.
  • Vietnam — ETP continues to engage support from Vietnam Energy Environment Climate (VNEEC) with programming activities and development of ideas for far-reaching impact, including potential support to the implementation of Power Market Management System, establishing regulations to set up auxiliary energy services, and supporting development of wind potential in the country
  • Indonesia — ETP has engaged Castlerock PTY to enhance communication and coordination for the partnerships due to the limitations of traveling during the Covid-19 pandemic and help develop an effective program of capacity building interventions.
  • ETP is progressing in its discussions with Bappenas on a broad umbrella memorandum of understanding and developing partnerships with other agencies and Indonesian energy transition stakeholders for further programming of its support, for instance in setting up groundings for greater access to finance by energy efficiency services and identifying options for early coal-fired power generation retirement.
  • ETP develops a partnership with Sustainable Infrastructure Impact Investments (S3i) to crowd in the energy transition in Southeast Asia.

  • ETP is going to be present at the Asia Clean Energy Forum (ACEF) Side Event“Getting Southeast Asia on the Clean Energy Fast Track” organized by Asian Development Bank (ADB)’s Southeast Asia Energy Department (SEEN) on17th June together with the Clean, Affordable and Secure Energy for Southeast Asia (CASE), and the UK Low Carbon Energy Programme (LCEP)
  • ETP is the official partner of the Vienna Energy Forum 2021, held from 5th-7th July. ETP will be organizing an exhibition booth at the event which will premier and promote ETP’s “Energy Efficiency Innovation Window” throughout the event period.
